Drone operations in Namibia are regulated by the Namibia Civil Aviation Authority (NCAA) under NAMCARS Part 101. The points below are practical guidance, not legal advice; always confirm current requirements with the NCAA or through Aerosmart's regulatory brief.
Registration: All drones, recreational or commercial, must be registered with the NCAA.
RPAS Letter of Approval (RLA): Drones may not be operated without prior written approval. Private operators apply for an RLA, and approval is required before each operation; foreign applicants should apply well ahead (commonly 60 days or more, and longer for commercial work).
Operator Certificate (ROC): Commercial operators require an RPAS Operator Certificate, a pilot's licence and a Manual of Operations to NCAA specifications, with processing times that can extend to several months.
Pilot Certification: Pilots hold a valid Namibian RPAS pilot certificate, and a restricted radiotelephony certificate is expected for communication with air traffic services where relevant.
National Parks and Sensitive Zones: Flying in national parks is strictly prohibited without additional authorisations, which can involve the NCAA, the Namibia Film Commission and the Ministry of Environment, Forestry and Tourism. Diamond restricted zones along the southern coast are off-limits.
Operating Limits: VLOS with the drone kept in unaided sight; no operation in controlled airspace without approval; a 10 km (5 nm) stand-off from aerodromes; separation from buildings, people and vehicles; and mandatory public-liability insurance valid for Namibia.
