Ghana's drone rules are administered by the Ghana Civil Aviation Authority (GCAA) under the RPAS Directives 2018 (Part 28). The summary below is practical guidance, not legal advice; always confirm current requirements with the GCAA or through Aerosmart's regulatory brief.
Mandatory Registration: All RPAS must be registered with the GCAA. Initial registration is completed in person (historically at the GCAA office at Kotoka International Airport, Accra), where the drone is inspected and its serial number recorded, and registration is renewed annually.
Weight Categories: The GCAA classifies drones by maximum take-off weight: Small RPAS (up to 1.5 kg), Light RPAS (over 1.5 kg up to 7 kg) and heavier categories, with requirements scaling accordingly.
Operating Permit: An operating permit is required for all RPAS groups and is subject to annual renewal.
Commercial Certification (ROC): Commercial operators must hold an RPAS Operating Certificate (ROC). Applications for commercial operations should be submitted well ahead; the Directive references a 60-day lead time.
Operating Limits: Maximum 400 ft above ground level (higher needs Authority approval); no operation within a 10 km radius of an airport or helipad; VLOS in daylight unless otherwise permitted; no night flying without prior authorisation; and no flights in restricted, prohibited or danger areas without clearance. Special written permits (via the Bureau of National Security) apply near sensitive sites and monuments.
